Airport
The Winnfield Airport is owned and operated by the city and located about 5 miles north of downtown. The city takes pride in providing aviation facilities capable of serving individual and corporate aviation requirements for economic development. The airport has one asphalt runway in excellent condition.

City Clerk/Finance/Tax Collection/Payroll
The Clerk’s Office for the City of Winnfield is the centralized office responsible for the oversight of all receipts and disbursements throughout the city. The overall purpose of the Clerk’s Office is to present the Mayor, City Council, department heads, and the public timely, accurate and transparent financial information that complies with all generally accepted governmental accounting standards.
The clerk’s office oversees and is responsible for the functions of payroll, accounts payable, accounting for capital assets, insurance, ad valorem tax collection, and annual budgeting and divisions of Information Technology. The clerk’s office maintains the accounting records for the General Fund, Utility Fund, Tax Fund, and special revenue funds, and capital project funds.

Occupation License Forms
The City of Winnfield requests that all new businesses get an annual occupational license. Our yearly fee rate is $50.00 for any business (new or renewal) from the month of January to December. If you open a business mid-year, the fee is $25.00 for the month of July to December. After operating for 30 days, you will be required to submit your total sales from the time opened, divided by the number of days in operation to equal the total fee owed. Also, I have enclosed a chart that tells a range of fees owed based on sales. I hope that I provided the information that is needed. The council consists of 5 members elected from districts, one from and by the qualified electors in each district. Each member is elected for a four(4) year term concurrent with that of the mayor and shall be eligible for re-election. The council member shall be a qualified elector of the municipality and of the district from which elected.

When We Meet
The City of Winnfield meets at 6:00 PM on the second Tuesday of each month.
The council enacts policies, adopts ordinances and resolutions, establishes the annual budget to provide services to the public, and sets the city tax rate and water, electric, and wastewater rates for the City of Winnfield. All council meetings are open to the public. Citizens are encouraged to attend and participate in the City Government.
Where We Meet
The Council conducts meetings at the O.K. Allen Building located at 104 W. Main Street, Winnfield, Louisiana 71483. All meetings of the Council and its committees are open to the public with the provisions of general state law.
City Inspector
‘The Inspection Division shall be charged with the responsibility of making inspections on:
The plumbing, electrical, building, gas, and heating, and air aspects of jobs will be inspected, whichever is applicable. These inspections are made to ensure the public safety and well-being of the general public.
If plumbing work exceeds jobs cost of $10,000.00 or more, then the plumber must also provide a Louisiana state plumbing license.

Inspections Procedure Policy
It is the responsibility of the owner and/or contractor to see that, at minimum, the following inspections are called for and at the time indicated. Further, the owner and/or contractor must ensure that the various inspections are made by a representative for the City of Winnfield, Building Inspection Department. Work shall not proceed until each division(building, plumbing, electrical, etc.) has approved the various stages of construction.

Utility/Billing
City of Winnfield utility customers pays one bill for electricity, water, sewer, and garbage. Customers can pay a utility bill, transfer an account or establish a new account at the Light and Water Department. The office is open Mondays through Fridays from 8:00 AM to 4:30 PM. Dropbox service is available for after-hours payments. Customers must pay by cash, check (exact amount), credit or debit card (there is a convenience fee for card services), or money order or have the payment drafted from their checking account monthly.
